I don't even blame Obama for his cautious "non-lethal aid only" policy when the Russians attacked in 2014. It's a decision easy to criticize in hindsight. He also didn't want to overstep other NATO country positions. And domestically he was dealing with a hyper-critical, partisan Congress that tried to tear apart everything he did or said.
